正紅旗滿洲右翼管王貝勒參領奴才卡拉上奏,把我所知道的一點情況說一說。我跪下思量過,八旗兵丁遇到紅白喜事,上頭怕兵丁們因此手頭窘迫,大行皇帝就恩賞銀兩,這真是把八旗的奴才們當成初生嬰兒一樣來撫育的極至心意。現在八旗定例規定,兵丁祖父母、父母、本人、妻子去世,或娶媳婦、聘閨女的喜事,都能領到恩賞銀。沒有後人的寡婦病死,看誰替她承辦後事,也發給恩賞銀。現任五品以上官員的子弟,不給恩賞銀,已經議定了。除此以外,兵丁的孩子病死、獨生子病死的情形,卻沒有說到。只是兵丁當中的當官的人,全靠俸祿過日子,除了自己承辦的紅白事之外,還要把自家兄弟的事也都攬過來代辦事,怎麼也是辦不到的,而且又拿不到恩賞銀,碰上這種事的人兩邊耽誤,必然就會弄得十分窘迫。兵丁們年幼的孩子病死了,還能勉強對付着辦。萬一像已經成了丁、如同自己一樣的兒子病死了,正在親人傷心斷腸的時候,卻沒有恩賞銀,什麼都拿不到,實在是可憐。再說八旗的獨生子,還未挑補披甲就病死的,沒有承辦後事的人,又得不到恩賞銀,就更加可憐了。以奴才的愚見,今後,兵丁官員當中,除了一起過日子的兄弟以外,分了家另住的兄弟的紅白事,各人看本人當什麼差,發給恩賞銀。兵丁的子弟裏頭,到了十八歲的閒散滿洲病死了,隨他父親當什麼差,發給恩賞銀。再就是到了十五歲的獨生子病死了,隨他父親原來當什麼差,發給恩賞銀。這樣一來,兵丁們都能普遍得到主子的浩蕩恩典,他們遇到紅白事也不會弄到窘迫的地步了。奴才是微末之人,有幸生在太平盛世,因爲大臣們一再急切上奏,奴才纔敢把所知道的一點東西戰戰兢兢地奏報上去,妥當不妥當之處,請皇上英明鑑察。爲此謹奏。雍正十三年十一月初七日,卡拉。此奏未議。
奏:正紅滿洲旗右翼管王事參領奴才卡拉謹奏。為將微知之處陳奏事。奴才恭思,八旗兵丁等紅白事,大行皇帝恐兵丁等或致匱乏,賞給恩銀,實將八旗奴才視若赤子,教養至極之意。今八旗定例,兵丁之祖父母、父母、本身、妻室之喪事,及娶媳嫁女喜事,俱得恩銀;無子嗣寡婦病故,由承辦之人視之賞給恩銀。現任五品以上官員之子、弟,不賞恩銀,已有定例。除此以外,兵丁之子病故、孤子病故等項,未曾議及。惟官兵皆靠俸祿度日,除承辦自身喜喪事外,其兄弟之事均須代理,斷不能,且不得恩銀,遇事之人兩相耽擱,必致窘迫。兵丁年幼之子病故,猶可勉強辦理,倘若成丁如本身之子病故,正傷心哭泣之際,無恩銀一切不得,實屬可憐。再,八旗孤子尚未當差而病故,既無承辦之人,又不賞恩銀,尤覺可憫。奴才愚見,嗣後除官兵同居一處之兄弟外,分戶另居之兄弟有喜喪事,各按本身所當差使,請賞恩銀。兵丁之子內,年至十八歲成丁之滿洲病故,按其父所當差使,請賞恩銀。再,年至十五歲孤子病故,按其父原當差使,請賞恩銀。如此,則兵丁鹹得主上隆恩,堪以承受,其喜喪事亦不致匱乏。奴才末等之人,幸遇盛世,因大人們相繼催促具奏,奴才將微知之處,恐懼陳奏,當否之處,伏祈聖明睿鑒。為此謹奏。雍正十三年十一月初七日。卡拉此奏未議。
Memorial. The company commander of the Right Wing of the Plain Red Manchu Banner, who is in charge of the prince's affairs, your slave Kara respectfully submits this memorial to report what little I know. I humbly reflect that the late Emperor, fearing that the soldiers of the Eight Banners might fall into hardship in matters of joy and sorrow, bestowed grace silver. Truly this was the utmost intention of nurturing the Eight Banners slaves like newborn children. Now, according to the established regulations of the Eight Banners, in the funeral affairs of soldiers' grandparents, parents, themselves, and wives, and in the joyful affairs of taking daughters-in-law and marrying off daughters, grace silver is all given. For childless widows who die of illness, grace silver is bestowed at the discretion of the person handling the affairs. It has been stipulated that grace silver is not to be given to the sons and younger brothers of officials of the fifth rank and above currently holding office. Apart from this, the matters of soldiers' sons dying of illness and orphaned sons dying of illness have not been discussed. However, all military officers rely on their salaries for a living. Besides handling their own affairs of joy and sorrow, they must also take on the affairs of their brothers; they absolutely cannot manage, and moreover they receive no grace silver. The person involved is delayed on both sides and will certainly fall into want. If a soldier's young son dies, one can still manage somehow; but if a grown son, like one's own self, dies, just at the time of grievous weeping, without grace silver and with nothing to be had, it is truly pitiful. Furthermore, if an orphaned son of the Eight Banners dies before entering service, there is no one to handle the affairs and no grace silver is given, which is even more deserving of pity. In my humble opinion, from now on, except for brothers living together with the military officers, for brothers who have separated households and live apart, if they have affairs of joy and sorrow, please bestow grace silver according to each one's own current post. Among the sons of soldiers, if a Manchu who has reached the age of eighteen and become an adult dies of illness, please bestow grace silver according to his father's current post. Also, if an orphaned son who has reached the age of fifteen dies of illness, please bestow grace silver according to his father's original post. In this way, all the soldiers will receive the Emperor's extraordinary grace and be able to endure, and in their affairs of joy and sorrow they will not fall into hardship. I, a person of the lowest rank, fortunate to live in this marvelous age, because the high officials have successively urged me to present a memorial, have respectfully and fearfully submitted what little I know. Whether it is appropriate or not, I pray the Emperor's sage wisdom will discern. For this reason I respectfully memorialize. The thirteenth year of Yongzheng, eleventh month, seventh day.
