我是正紅旗漢軍副都統,奴才巴什。我把一件知道的事情恭恭敬敬地報告上來,請求皇上明鑑。 我查了一下,關於八旗兵丁遇到紅白喜事賞給銀兩這件事,八旗的大臣們一起商量過,當時定下的規矩是:像十家長、副領催、飯茶侍衛、各類執事人、看門看渡口的官員、各部院衙門的筆帖式以及普通兵丁,都能領到賞銀,但現任五品以上的官員子弟不給;如果官員已經去世,他的子弟自己當差,就看情況酌情賞給。 我仔細琢磨,聖明的皇上對待八旗的奴才們就像疼愛親兒子一樣,在紅白喜事上賞下銀子,就是想讓奴才們辦事時手頭別太緊巴,這真是古往今來少有的恩典。可現在的情況是,五品以上官員的子弟雖然也有不少在當差,但遇到紅白事,卻從來拿不到這筆賞銀。我腦子笨,覺得五品以上官員的子弟,如今拿着錢糧當差,和普通兵丁一樣都是皇上的奴才。要是紅白事賞銀他們不能領,就好像皇上的恩典沒有均勻地落到每個人頭上,有些不公平。所以請求:從今往後,現任五品以上官員的子弟,不管幹什麼差事,都照着給兵丁賞銀的規矩,同樣發給他們紅白事賞銀。這樣一來,皇上的恩澤就能讓大家均勻享受,對出事的人家也有很大幫助。 爲此,我恭恭敬敬地上了這道奏摺,這事該不該辦,請皇上明斷。雍正十年十一月十四日。巴什的這道奏摺,沒有討論。
正紅旗漢軍副都統奴才巴什謹奏,為稍知事之處敬謹陳奏,仰祈睿鑒事。 竊查,八旗兵丁內,為紅白事賞給恩賞銀兩一事,八旗大臣會同議定,十家長、代領催、飯茶侍衛、執事人、看門人、看渡口官、部院衙門筆帖式、兵丁等,賞給恩賞銀兩之時,現任五品以上官員子弟不賞;已故官員子弟,若本身在何差使行走,視其本身,許給恩賞銀兩等語。 奴才竊思,聖主慈養八旗奴才如同赤子,於紅白事賞給恩賞銀兩,辦理事務不令匱乏,實乃從古未有之殊恩。惟現任五品以上官員子弟中,雖有些行走執事,若遇紅白事,皆未獲恩賞銀兩。奴才愚見,五品以上官員子弟,現食錢糧當差者,皆同一,主子之奴才,若紅白事不得恩賞銀兩,似未均沾主恩。懇請此後現任五品以上官員子弟,不論在何差使行走,亦照給兵丁之〔?〕例一體給予恩賞銀兩。 如此則聖主普施之恩,既得均沾,事出之家亦大有裨益。為此謹奏,是否可行之處,請聖主明鑒。雍正十三年十一月十四日。巴什。此奏未議。
Memorial. The Vice Commander-in-Chief of the Han Army of the Plain Red Banner, your slave Basi, respectfully presents a memorial, in order to respectfully set forth a matter of slight knowledge and request the enlightened inspection. Upon investigation: concerning the granting of bounty silver to the soldiers of the Eight Banners on the occasions of weddings and funerals, the high officials of the Eight Banners convened and deliberated and settled. For the company heads of ten, substitute corporals, guards in charge of meals and tea, duty officers, gate guards, ferry guards, secretaries in the ministries and yamen, and soldiers, when granting bounty silver, the sons and brothers of officials currently in office of the fifth rank and above shall not be granted; the sons and brothers of deceased officials, if they themselves serve in some official duty, shall be granted bounty silver with regard to their own persons. Your slave, upon careful reflection, thinks that the Sacred Lord, cherishing and nurturing the slaves of the Eight Banners like beloved children, establishes the bounty silver for weddings and funerals so that they may not be in want in handling affairs; this is truly an unprecedented extraordinary grace. However, among the sons and brothers of officials currently in office of the fifth rank and above, although some of them serve on duty, when weddings or funerals occur, they have all not obtained bounty silver. In your slave's ignorant opinion, the sons and brothers of officials of the fifth rank and above, who currently receive stipends and serve on duty, are all the same. If these slaves of the Lord do not receive bounty silver on weddings and funerals, it seems that the Lord's grace is not evenly received. I humbly request that henceforth, the sons and brothers of officials currently in office of the fifth rank and above, no matter in what duty they serve, may also be granted bounty silver uniformly according to the regulation for granting to soldiers〔?〕. If this is done, the Sacred Lord's universally bestowed grace will be evenly received, and the families encountering such events will also greatly benefit. For this reason I respectfully submit this memorial. Whether it is feasible or not, may the Sacred Lord enlightenedly inspect. The 14th day of the 11th month of the 13th year of Yongzheng. Basi.
