大臣常清上書說：我把瞭解到的一些情況，向皇上稟報一下。我仔細查閱過，除了十惡不赦的大罪之人以外，就連那些被判斬刑、絞刑的死囚，也都蒙受皇恩，獲得了重新做人的機會。如今，皇上又考慮到此前八旗裏有些人犯了罪、虧空了錢糧，導致老婆孩子被送入辛者庫，或者被分到莊子上去爲奴，現在這些案件已經結清，擔心他們反倒得不到恩典，特意降旨讓查辦上報。這真是聖主您愛護性命、憐恤旗奴的一片極致的慈悲心腸。 只不過，先前發配到烏拉等各處充軍的旗人裏，有些人是因爲他們父輩祖輩犯了罪，子孫才被發遣的。這其中或許就有本犯所犯的罪，比那些如今遇上恩詔已被寬免的人還要輕的情況，實在不好說。我想，二三十年時間，才能培養出一個旗的可用之人。所以請求皇上給兵部下旨，行文烏拉等各處，把那些發配充軍的旗人，不管是先前發的還是後來發的，只要在當地安分守己、不生事端的，或是本人獲罪，但子孫裏頭有擅長騎馬射箭、通曉文墨的，又或是到了發配地仍不肯改過、又犯下新罪的，都挨個逐一查明，分列造冊，如實秉公上報給刑部。等陸續呈報上來以後，由部裏把這些人的原犯罪由，以及他們的祖父、父親從前有沒有出過力、立過功等情況，一併查清楚，再請皇上降旨定奪。我把自己這點愚笨的想法，斗膽稟報給皇上，能不能行，請皇上聖明裁斷。 雍正十三年十一月初九日 （常清的這份奏摺，已經議過了，沒有施行。）

臣常經謹奏，為稍知之事謹陳事。臣謹查恩赦，除十項大罪人犯不予寬宥外，斬絞等正犯均獲重生之恩。今又在此之前，八旗內因欠錢糧，將妻子兒女投入辛者庫，於村中辦理之人等，已一次了結，獲恩不可謂不受。特意降旨，令查明具奏。實乃聖主好生，普施憐愛旗下奴僕之至意。但先前發遣烏拉等處充當兵丁之旗人內，有因其祖父之罪將子孫發遣者，或原犯之罪現遇恩赦獲宥者，其中較輕之人，難以預定。臣詳加思慮，二三十年始能培育成一旗之人。請由兵部降旨，轉行烏拉等處，將發遣充兵之旗人，不論新舊，在地方安分度日，不生事端，守分過活者；或其本人已故，子孫內有能騎射識字者；或在遣所仍不改惡復行犯罪者，俱逐一查明，分別造冊，出具實心，秉公報送刑部。陸續送來者，由部將犯人原犯罪由，及其祖父先前有無效力行走之處，一併查明，請旨具奏。臣愚意所及，何敢不向主上陳奏。可否施行，請主上睿鑒。為此謹奏。雍正十三年十一月初九日。常經此疏議而未行。

A memorial by minister Cangging, respectfully submitted on a matter about which he has some knowledge. Your servant has respectfully examined the amnesty. Except for the ten categories of great evildoers who are not to be pardoned, all principal offenders sentenced to beheading or strangulation have received the grace of being allowed to live anew. Now, even prior to this, within the Eight Banners, those who had been sent into the Sin jeku (bondservant division) with their wives and children on account of grain debts, and who were assigned to villages to be dealt with, have had their cases concluded once and for all and can be said to have received grace. A special edict was issued ordering an investigation and report. Indeed, it is the utmost intention of the sagacious sovereign who cherishes life to universally pity and love the bondservants of the banners. However, among the banner people who were earlier exiled to Ula and other places to serve as soldiers, there are those whose descendants were exiled because of the crimes of their grandfathers, or those whose original crimes have been pardoned under the present amnesty. It is difficult to determine whether there may be those with lighter offenses. Your servant, on reflection, considers that it takes twenty or thirty years to cultivate a single banner’s worth of men. Your servant requests that an edict be issued to the Board of War, to be transmitted to Ula and other places, ordering that all such exiled banner people serving as soldiers—whether old cases or new, those living peacefully in their localities without causing trouble and abiding by their lot; or those whose original person has died, among whose sons or grandsons there are those skilled in archery and riding or literate; or those in their places of exile who still do not reform but again commit crimes—all should be individually investigated and separately registered, reported to the Board of Punishments with true intent, holding to uprightness. As the reports come in one after another, the Board should clearly investigate the original crimes of the offenders, as well as whether their grandfathers rendered service and effort in former times, and then request an edict. What your servant’s dull thinking has arrived at, how dare he not lay before the sovereign? Whether this is appropriate to implement, please the sovereign’s perspicacious scrutiny. Hence this memorial. The 9th day of the 11th month of the 13th year of Yongzheng. This memorial was discussed but not implemented.
