Memorial of the slave Jakdan, kneeling and respectfully submitting: In regard to memorializing what the slave has learned, I, Jakdan, when leading troops from Orkhon, observed that the merchants traveling outside the border pass, besides the goods loaded on their carts, also carried bow cases, bows, and muskets. Although such military equipment had previously been prohibited from being taken out of the pass, over time the enforcement has become lax and slack. However, as the merchants take these military implements away and sell them to unworthy persons, it is impossible to stop the trade in horses and livestock. Therefore, in the slave Jakdan’s opinion, if strict orders are given to the officials guarding the various passes to completely and permanently ban the private export of military equipment, even if there are unworthy persons, they would not be able to become bandits. Whether this is appropriate or not, I humbly pray for sacred discernment and a decision. For this reason, the slave Jakdan kneels and respectfully submits this memorial.
