一個叫明圖的官員上奏說,他發現文官和武官犯錯被罰俸祿時,用記功記錄抵扣的規定竟然不一樣。他覺得這樣不公平,建議讓文官和武官都用同樣的抵扣標準,這樣才合理。皇上同意了他的建議,讓這個提案通過了。
明圖上奏說:我是查視官兼牛錄章京,想把我瞭解的一點情況稟告一下。我琢磨着,吏部和兵部對文武官員在因罪罰俸時,用記錄加級來抵銷的條例,按理應該統一起來。查了一下,兵部的規定是:凡是武官犯下應罰一年俸祿的罪,如果該員有一次記錄,就可以抵半年的俸祿,剩下半年照罰。吏部的規定是:文官犯了應罰一年俸祿的罪,如果該員有加一級,不能抵;必須加兩級,才準抵一年的俸祿。我覺得,文官武官都是官,到了用加級記錄抵罰的時候卻搞成兩種標準,好像不合法理。請求今後文官有罪該罰俸的,如果身上有一次加級,也參照武官的方式准予抵銷,這樣文武待遇就一樣了,條例也公平了。可不可以這麼辦,請皇上明察。這是雍正十三年十一月初九日上的奏摺。明圖的這個奏報經過討論,得到批准施行。
查閱官兼牛彔章京臣明圖謹奏,爲略陳所見事。臣竊思,文武兩部官員因減俸之罪,其罰俸抵免條例,理應劃一。查得,兵部所定條例:凡武官若因罪當減一年俸祿,該員若有記過一次,即以半年俸祿折算抵免,仍減半年俸祿。吏部所定條例:文官若因罪當減一年俸祿,該員若有紀錄一次,不予抵免,必依紀錄二次,始以一年俸祿折算抵免。臣愚以爲,文武官員本屬平等,於罰俸抵免之事,分兩種辦理,似與例不合。伏乞嗣後,文官犯罪當減俸時,若有紀錄一次,亦照武官例准予抵免,則文武官員可歸一致,條例亦得整齊公平。應行與否之處,仰祈聖主睿鑒。爲此謹奏。雍正十三年十一月初九日,明圖此奏經議施行。

Regarding the matter of respectfully presenting what little I have observed: Your humble servant considers that the regulations on the commutation of salary deductions for offenses warranting salary reduction should be uniformly settled between the civil and military officials of both boards. Upon scrutiny, it is found that in the regulations established by the Board of War, for any military official whose offense warrants the deduction of one year's salary, if that official has one demerit record, it is immediately commuted by offsetting half a year's salary, while the remaining half-year salary is still deducted. In the regulations established by the Board of Civil Appointments, for a civil official whose offense warrants the deduction of one year's salary, if that official has one merit record, no commutation is granted; it is necessary to have two merit records before the commutation by offsetting one full year's salary is allowed. Your servant's humble opinion is that civil and military officials are equal in rank, yet in the matter of commuting salary deductions, handling it in two different ways seems inconsistent with the regulations. I beseech that henceforth, when civil officials commit offenses warranting salary deduction, if they have one merit record, they may also be granted commutation like military officials. In this way, civil and military officials will be treated equally, and the regulations will become uniform and fair. Whether this should be enacted or not, I humbly request the Sage Lord's discerning consideration. For this reason, I respectfully present this memorial. On the ninth day of the eleventh month in the thirteenth year of Yongzheng, Mingtu's memorial was deliberated and enacted.
