我是查考官員兼牛錄章京大臣明圖，今天恭敬地向皇上報告一件我知道的事情。 我查到，各部院衙門的筆帖式，按規定每三年要考一次翻譯。考試時，漢軍筆帖式裏翻譯不合格的會被免職，考上一等的可以送到中書科去當差。而滿洲、蒙古筆帖式考試，翻譯不合格的雖然也免職，考上一等的卻只是照舊，既不給品級也不給升遷的機會。因爲根本沒有激勵上進的辦法。 請求皇上批准：從今往後，滿洲、蒙古筆帖式三年一次翻譯考試，除了翻譯不行的照常免職外，考上一等的，如果本身沒有品級，就給他一個品級；如果已經有品級，也照漢軍筆帖式的例子，給他一條升遷的路子。這樣，不行的會受到懲罰，幹得好的也能得到皇上的恩典，學習的人就會更加奮發努力。該不該施行，請聖上明察。 爲此上奏。 雍正十三年十一月初九。 明圖這個奏摺，經討論後沒有施行。

奏：巡察御史兼牛錄章京臣明圖謹奏，爲將略知之處謹陳事。 竊查，各部院衙門筆帖式，三年一次考試翻譯。此考試中，漢軍筆帖式內不能翻譯者，罷其職務；考列一等者，錄用爲中書。滿洲、蒙古筆帖式考試，不能翻譯者，罷其職務；考列一等者，照常留任。因此，全無激勵振興之例。伏乞，嗣後滿洲、蒙古筆帖式三年一次考試翻譯，不能者，照常罷職外；考一等無品級之筆帖式，給予品級；有品級之筆帖式，亦照漢軍筆帖式之例，給予升遷之路。如此，則惡者畏懼，善者亦能得皇上之恩，學習者更加振奮勤勉。是否應行之處，聖上明鑑。爲此謹奏。 乾隆十三年十一月初九日。 明圖此奏，議而未行。

A memorial: The Inspecting Censor and Niru Janggin, Minister Mingtu, respectfully memorializes on a matter of which he has slight knowledge, humbly presenting it. I have examined: The clerks of all boards and offices are examined in translation once every three years. In these examinations, those among the Hanjun clerks who cannot translate are removed from office, and those who place in the first class are appointed to the Grand Secretariat. In the examinations of Manchu and Mongol clerks, those who cannot translate are removed from office, while those who place in the first class are retained as usual. Hence there is absolutely no regulation to encourage or promote them. I humbly request that henceforth, when Manchu and Mongol clerks are triennially examined in translation, aside from removing those who cannot translate from office as usual, those who place in the first class but hold no rank be granted a rank, and those who already have a rank be given a path to promotion following the precedent for Hanjun clerks. In this way, the unworthy will be deterred, the worthy will also be able to receive His Majesty's grace, and students will be further inspired and strive diligently. Whether this should be implemented, I beg His Sacred Majesty to illuminate with clarity. Respectfully submitted for this purpose. Thirteenth year of Qianlong, eleventh month, ninth day. This memorial of Mingtu's was discussed and not implemented.
