晏真給雍正皇帝上奏摺,說現在銀子換銅錢的數量比十五年前大幅縮水,老百姓和當兵的日子越發難過。他認爲這主要是官倉和旗人開的當鋪大量囤錢、放高利貸造成的。因此他建議把倉庫存錢拿出來發軍餉,同時嚴禁那些高息當鋪,好讓銅錢流通順暢、物價降下來,可惜最後沒被採納。
奴才顏真恭敬奏報自己瞭解到的一些情況。奴才琢磨,和軍民過日子最有關係的,就數平時用的銅錢了。十五到十年前,一兩銀子能兌九百五十多文大制錢,後來錢價慢慢漲,眼下到一兩銀子只能兌八百多文大制錢了。和從前比,一兩銀子就少兌了一百五十文,這不能說沒原因。仔細一想,八旗和五城都設有公倉,爲了糴糶糧米預備,積壓了一批錢。再加上最近各家當鋪,收四分、五分重利,放錢積壓的錢數量也相當大。這些當鋪也積壓了大量錢,結果就是市面上的錢週轉不開,更別提那些揹着高利息過活的軍民,日子就更苦了。奴才的愚見是:把各官倉積壓的錢全都撥給戶部,算作月餉用項,發到當兵的手裏。再把那些收四分、五分重利、積壓銅錢的當鋪,一概嚴行禁止,不許再開。如果可鑽的空子少了,錢價能平穩下來,對軍民生活就大有益處。奴才糊塗,這事能不能推行,全靠皇上明鏡似的裁定。雍正十三年十一月初八〔?〕日,顏札氏(?)上奏,議後並未推行。
奴才晏真謹奏,為略陳管見事。奴才伏思,於兵民生計有益之事,莫要於日用錢文。從前十五年前,每銀一兩換大制錢,尚能換九百五十餘文;嗣後錢價漸漲,今每銀一兩換大制錢,僅換八百餘文。較之從前,每銀一兩少換大制錢一百五十文,觀之不可謂無因。詳思之,八旗及五城有官米倉,備買米糶米,積貯錢文,且現今各旗開設取息之當鋪,每旗各四五處,為數甚多。此等當鋪亦積錢,以致錢文兌換不敷,且重利之下,兵民生計亦多艱難。奴才愚意,請將各官倉所積錢文,俱交戶部,按月按錢糧檔給發兵丁;再將各處取四分、五分重利積錢之當鋪,概行嚴禁,不許開設。如此則存放之處少,錢價得以平減,於兵民生計大有裨益。奴才甚愚昧,可否施行之處,伏乞聖主睿鑒。雍正十三年十一月十八日。晏真此奏,議而未行。
A memorial from your slave Yencen, humbly submitting some modest insights. Your slave humbly reflects that nothing matters more to the livelihood of troops and civilians than the money used daily. Fifteen years ago, one tael of silver could exchange for over 950 standard cash coins; since then, the price of cash has gradually risen, and now one tael of silver exchanges for merely over 800 cash coins. Compared with the past, the loss of 150 cash per tael cannot be said to lack a cause. Careful consideration shows that there are official grain granaries in the Eight Banners and the Five Cities, where cash is stored for purchasing grain and selling grain.
