Yongzheng-era memorial

我是內務府的副書長、奴才蘇魯克，恭敬地上奏說：我把知道的一點兒情況說出來，求皇上明察。我想着，八旗裏蒙古旗的人懂蒙古語的很少。如果荒廢了不學，就會忘掉根本，所以皇上您再三下旨讓他們學，意思非常明白。現在看，在京城長大的年輕子弟們比不上那些老人了，懂蒙古語的非常少了。有些有心的人着急想學，可是能精通蒙古文、教課教得透的人太少，也就沒法好好去學了。這件事聖祖仁皇帝早就看得清清楚楚，特意爲了日後學的人有好處，讓人把滿文的字鑑翻譯成蒙古文，印出來裝訂成冊，賞給了外藩蒙古的扎薩克們和八旗的學堂。現在這套書版就放在五營殿裏。因此我請求：向八旗下旨，如果八旗裏有人自願把滿蒙合寫的字鑑刷印出來，就讓他到所屬的地方呈報，把紙張、墨的工本費準備好，拿去安排刷印。這樣一來，學習蒙古語的人就有了指點，會大有好處。這件事能不能準行，請聖上明鑑。爲此上奏。雍正十三年十一月二十三日，蘇魯克奏上。這個奏摺議過之後再慢慢辦。

奏：內務府郎中奴才蘇魯克謹奏，為將所知些許情形舉出，請明鑒事。伏思大行皇帝時，八旗蒙古旗人知曉蒙古語者甚少。若廢棄不學，則將至於忘本，故屢次降旨訓導，極其明晰。今觀之，京城所生少年子弟，未及老者，知曉蒙古語者極少。雖有心志之人，雖欲刻苦學習，但因於蒙古經書中能精通教授者少，亦不得著實學習。聖仁皇帝早已洞鑒於此，特為有益後學之人，將《清文鑑》譯為蒙古語，刊刻頒行，外藩蒙古扎薩克等及八旗官學，俱已賞給，現有成書。因此書之版現存於武英殿，懇請降旨八旗，若有情願將滿蒙合璧詞典裝訂者，令其向該處呈報，備辦紙墨工價速攜往裝訂，則於學習蒙古語之人，有明確指引，似大有裨益。可否施行之處，請聖主明鑒。為此謹奏。雍正十三年十一月初三日，蘇魯克。將此奏議後，徐徐施行。

Memorial: Your slave Suluk, a director of the Imperial Household Department, respectfully submits. For the sake of putting forth what little he knows and requesting the enlightened scrutiny, he prostrates in reflection. During the time of the late emperor, among the Mongolian troops of the Eight Banners, those who knew the Mongolian language were few. If it were abandoned and not studied, it would lead to forgetting the roots, and therefore imperial edicts were repeatedly issued to instruct, which was extremely clear. Now, observing the situation, the young boys born in the capital, not having caught up with the old people, are very few who know the Mongolian language. Although there are people with intention who wished to study diligently, because there are few people proficient enough to teach thoroughly in the Mongolian classics, they also cannot study intensively. The Holy Benevolent Emperor long ago perceived this thoroughly and, especially for the benefit of later learners, had the Manchu dictionary “Qingwen Jian” translated into Mongolian, carved and printed, and awarded to the Outer Mongolian Jasaks and the schools of the Eight Banners, all of whom received it; the ready book exists. Since the printing blocks of this book are now kept at the Wuying Palace, [I] request that an imperial edict be issued to the Eight Banners, so that if there are people who willingly wish to have the combined Manchu-Mongol dictionary bound, let them submit a document to the relevant place, prepare the urgent cost of paper and ink, and arrange for the binding. Then for those learning the Mongolian language, a clear instruction will be provided, which seems greatly beneficial. As to whether this can be implemented, may the Sacred Lord illuminate with his wisdom. For this reason, [I] respectfully memorialize. 13th year of Yongzheng, 11th month, 23rd day. Suluk. After this memorial is discussed, it will be carried out gradually.
