奏請永遠禁止有田地之滿人典賣田土事(附件：諭旨一道塞貝此奏議之不準行sebei ere wesimbuhe be gisurefi yabubuhakū)
Yongzheng-era memorial

正藍旗蒙古都統、宗室色貝上奏說： 我自個兒琢磨，過去八旗的滿洲人，每家每戶都多少有點產業、田地。如今年頭久了，人口越來越多，原先一份家底兒要掰成好幾家過日子，再加上娶媳婦、嫁閨女這些事，有些人就不懂怎麼謀生了，把家產、田地和奴僕圖賤價就給賣了、當了，日子一下子就比不上從前了。我查了查，像這類田地被人賣給各家的家奴、管賬的以及分家出去的那些人的事兒，還真不少。 我琢磨着，有些家奴跟着主子年頭長了，連哄帶騙把銀錢弄到手，也不掂量掂量自己是誰，專趁滿洲人賣地、當地的機會，用賊低的價錢買下來、接過來，狠狠兒地攢起一份家業，這太不對勁了。 我想求的是，從今往後，滿洲人的田地，一頭兒固然不能隨便賣給別門別戶的人，另一頭兒，也要永遠禁止賣給、當給家奴。這麼一來，家奴就沒辦法拼命置辦產業，那種胡亂越分、抖機靈翹尾巴的毛病自然就沒有了，而滿洲人現守着的家業也不會白花花地敗光，對他們過日子也有好處。這事該不該辦，求皇上聖明給斷一斷。爲此上奏。 雍正十三年臘月初五。 （這份奏摺後來交下去商議，沒準行。）

奏爲正藍蒙古旗管旗大臣宗室色貝謹奏，爲略知之事謹奏事。奴才伏思，八旗滿洲於往昔時，每季各有微少産業田地。今歷年既久，人口繁衍衆多，以致一戶分爲數戶；又於娶婦嫁女等事，有一等人不知營生之道，將産業田地及奴僕，以賤價即刻賣出典當，生計遂至不如先前。查此等田地，被人戶之家奴串通檔冊分寫人等賣出典當者，爲數不少。奴才恭思，或家奴隨其主年久，耗費銀財，不自量力，以賤價購買典取滿洲所賣所典之田地，厚殖産業，甚屬不合。奴才伏乞，嗣後除滿洲田地不得賣與另戶人家外，永遠禁止賣與典與家奴。如此，則家奴不得積聚過剩産業，並無妄自踰越、驕縱跋扈等弊病，且滿洲現有産業亦可不致耗費，於生計亦有裨益。可行與否之處，仰聖主明鑒。爲此謹奏。雍正十三年臘月初五日，色貝。此奏經議而未行。

A memorial. The Minister of the Plain Blue Mongol Banner, Imperial Clansman Sebei, respectfully presents a memorial concerning matters of which he has slight knowledge. Your slave prostrates himself and reflects: The Manchus of the Eight Banners in former times each possessed a small amount of property, fields, and slaves. Now, with the passage of many years and the proliferation of population, one household has been divided into several. Moreover, in matters of taking wives and giving daughters in marriage, some people, not knowing the way to make a living, have immediately sold or pawned their property, fields, and slaves at low prices, so that their livelihood has become worse than before. Upon investigation, it is found that such fields have frequently been sold or pawned to the household slaves of other people, who collude with clerks dividing the registers. Your slave respectfully considers that some household slaves, having served their masters for many years, have squandered silver and goods, and without considering their own station, have bought or taken in pawn the fields sold or pawned by the Manchus at low prices, thereby amassing great property. This is extremely improper. Your slave begs that henceforth, in addition to prohibiting the sale or pawning of Manchus’ fields to people of other households, the sale or pawning to household slaves be permanently prohibited. In this way, household slaves will not amass surplus property, and there will be no evils such as their overstepping their bounds and acting arrogantly and wantonly; moreover, the existing property of the Manchus will not be dissipated, which will also benefit their livelihood. As to whether this is feasible or not, we await the sagacious scrutiny of the Sacred Lord. For this purpose I respectfully present this memorial. On the fifth day of the twelfth month of the thirteenth year of Yongzheng, by Sebei. This memorial was discussed but not implemented.
