大理寺副官員大臣巴德保上奏說:我就自己知道的一點情況提出來說一說。我想,皇上在治理朝政的事情上特別盡心盡力,文武官員們也都自然跟着效仿。可皇上還擔心有做得不夠周到的地方,對文武大臣官員們一再督促,這是怕到頭來一點實效都沒有的極致心意。臣我笨拙地琢磨,軍隊是國家頭等要緊的事,分量非常重,所以射箭一定要當成根本來下力氣練。可現在練射箭,全是看着靶子的樣式來教,根本不教弓力。古時候的人立起箭靶子,又把箭頭磨得快快的,專門就是要射死叛逆的賊寇。現在的弓胎樣式全是模仿漢人教頭那種拉弓的架勢,看着是好看,可是從靶子沒怎麼被磨壞就能看得出來,在射箭的場合,射個兩三回,還是那樣慢吞吞划過去,連立着的靶子都射不破,怎麼可能把賊寇敵人打退啊?從前的人一箭就能把靶子射碎,更不用說老人們還講過:‘滿洲兵到了三百人,只要一拉開架勢,就沒有能活命的敵人了。’這麼看,關鍵還是在於弓力強硬,根本不在弓胎的樣子。臣我笨想,射箭的時候不盯着弓胎樣子,只教用心瞄準用力,這樣兵威就會越來越盛,不光威風,實際威力也大有益處。這件事該不該推行,請皇上聖明鑑別,交給主管部門去議一議。爲此恭敬上奏。雍正十三年十一月二十八日(原大理寺副次序官大臣巴德保這件奏摺,未被討論)。
大理寺少卿大臣巴德堡謹奏,為略陳所知事。竊惟皇上於政事勵精圖治,文武大臣自皆效法而行。又恐有未周之處,復令文武大臣督促。若一事無益,反致過甚。臣愚以為,兵者國家首重,關係重大,故射箭必以根本為重,使之勤習。當今射箭,皆看旗樣教習,全不教弓力。古人立梅針箭、把箭,又將鐵磨鋒利,特為射盡叛賊之想。弓胎樣式,皆仿漢人教習所拉,看似雖佳,不甚着力。觀所備琉璃靶,射時帶往二三次射之,仍帶不死之撒袋。立靶尚不能射穿,何以使賊敵敗遁?前代人一射即穿琉璃,不特此也,老人猶言:滿洲兵至三箭所指,即無抵擋之敵。由此觀之,仍在弓力之強,不在弓樣。臣愚意,射箭不看弓樣,只教用心,則兵威愈張,且於威大有裨益。可行與否,祈皇上睿鑒,交該部議覆。為此謹奏。雍正十三年十一月二十八日,大理寺少卿大臣伯德堡等,此奏未議。
The Junior Minister of the Court of Judicature and Revision (Dali Si Shaoqing), Badeboo, respectfully submits this memorial to briefly state what he knows. He humbly considers that the Emperor applies himself diligently to governance, and thus civil and military officials naturally follow suit. Yet, still fearing that there may be shortcomings, His Majesty urges the officials onward. But if a matter yields no benefit, it may go to extremes. The minister foolishly believes that the military is the foremost concern of the state and of the utmost importance; therefore, the fundamentals of archery must be emphasized and diligently practiced. Today's archery instruction focuses on the shape of the target banner and completely neglects training in bow strength. The ancients set up thumb-ring arrows and target arrows, and sharpened iron specifically with the intention of completely destroying rebel bandits. The templates for bow staves are all modeled after those drawn by Chinese instructors; although they look good, they lack real strength. When looking at the prepared glass targets, during shooting two or three shots are taken but the archer still carries an undying quiver. If even a stationary glass target cannot be pierced, how can one make the enemy and bandits flee? Men of former generations could pierce the glass in a single shot; moreover, old soldiers still say that when the Manchu troops reach the point of three arrows, there is no enemy that can withstand them. From this one can see that it still lies in having hard bow strength, and is not in the bow's shape. In my humble opinion, if in archery one does not look at the bow's shape but only teaches concentration, then the martial awe of the army will spread further and greatly benefit the empire's might. Whether this is feasible or not, I implore the Emperor to illuminate with his wisdom and assign it to the relevant board for deliberation and reply. Respectfully submitted for this purpose.
