鑲紅旗滿洲副都統龔舉元上奏,爲八旗官兵爭取一個重新效力、贖罪立功的路子。 我是這麼想的:皇上您向來把八旗官兵當作國家的根本,時刻操心,總惦記着讓每一個人都能有個踏實的活路。八旗的這些官兵呢,也都只能靠皇上您養着、提拔着的恩典,各自靠那一份錢糧來養家餬口、當差做事。要是沒了這份錢糧,那日子根本沒法過。只是現在八旗各營裏頭,有些人因爲犯了事,受了停俸、戴枷、挨鞭子這類處罰。各旗對這些事兒的處理辦法還不一樣。有些旗,看着他們犯的事兒不重,又重新給挑補到護軍、馬甲裏了;可有些旗呢,一看有了前科,就說啥都不能再用了,死也不往護軍或馬甲裏挑,直接讓人一輩子無事可做,把人家逼到了走投無路、特別窮困的份上。 我仔細琢磨了一下:這些有前科被停俸的人,他們犯的事兒輕重不一樣,那該重用還是該不用,自然也得分開對待。再說了,這些人裏頭,有些年輕有本事、挺機靈的人,對自己有前科這事兒也是又懊悔又憋屈,想着痛改前非,重新回到護軍、馬甲的隊伍裏,靠效力去贖罪。要是能把他們再挑補進去,這些人得到了機會,就能順着心意好好幹,同時也能靠着皇上您的恩典,領份錢糧去養活家裏人了。 以我這點笨拙的想法:這些有前科被停俸的兵丁裏頭,刨去那些犯了十惡不赦大罪的、再就是在軍機要務上犯了罪、或者殺了人降了等、受了枷號刑、帶着兵器逃跑的這些人,不能再挑入護軍、馬甲之外;其餘的有前科的兵丁,他們犯的事兒都算是在雍正十三年九月初三日大赦令之前的事了。所以我請求,皇上您開個大恩,給八旗的都統、副都統們下個旨意:凡是那些在無關緊要的差事上,因爲一時疏忽、不是有心犯下的過錯,而有了前科被停俸的兵丁裏頭,只要年輕、機靈,騎馬射箭眼看還行的,就把他們挑出來,重新收進護軍、馬甲裏,讓他們能有個機會效力,行不行?日後要是真有能痛改前非、表現突出的,是不是還能照舊該升的地方就升上去?可要是有些人不知悔改,不努力效力,又犯了事兒的話,是不是就該從重治罪了? 這樣的話,這一些人就都能有個重新努力上進的路,不至於被逼到走投無路的份兒上;這也跟皇上您愛護、培養八旗官兵的頂頂仁慈的天心對得上。能不能這麼辦,還得仰賴皇上您聖明的決斷。 恭敬上奏。雍正十三年十一月十日,龔舉元。這份奏摺,已經討論過並且開始施行了。
奏鑲紅旗滿洲副都統臣公奇元謹奏:為本旗眾人獲自新效力之路,推廣聖主之仁,謹奏事。竊惟聖主以八旗奴僕為國家根本,無時不以聖心,務使人人皆得生計。八旗奴僕亦惟賴主上養育造就之恩,各以錢糧奉公養贍家口。若無錢糧,竟不能度日。但八旗內有因事由停職獲罪,處以枷號鞭責者。有之旗分,視其獲罪停職之由較輕,復挑為護軍馬甲者亦有之。有之旗分,以此等既經獲罪停職之人不可再錄用,竟不挑取護軍馬甲,使其終身為無用之人,致極其困苦者亦有之。稽察得,既獲罪停職之人內,情由輕重不同,故錄用、棄置亦應分別。且其中或有勤奮之少年英俊輩,怨其獲罪停職,願改前愆,自新投入護軍馬甲,效力贖罪者,若復挑為護軍馬甲,則彼等得以趁心效力,亦得聖主之恩,食錢糧養贍家口。臣愚意,獲罪停職兵丁內,除其本罪在十惡之內、及因軍機事務獲罪、問斬減等枷號徒流、並持軍器脫逃之人,俱不復挑為護軍馬甲外,其餘獲罪停職之罪,皆在雍正十三年九月初三日恩赦以前者。伏祈聖主廣施恩典,降旨八旗各該旗大臣、統領等,將凡無幹連事由、無心過犯而被停職獲罪之八旗兵丁內,揀選年少英俊、騎射可觀者,復挑為護軍馬甲,令其效力。若果有改惡從善、奮勉效力者,仍於應陞之處拔擢。倘不悛改,隱匿不效力,又復犯罪,則從重治罪。如此,則此輩皆得自新效力之路,不致窘困,亦合聖主愛養八旗奴僕之至意。可否施行之處,伏乞聖主睿鑒。謹奏。雍正十三年十一月初十日。公奇元此奏,議後施行。
A memorial: Gungkiyuwan, the Vice Commander-in-Chief of the Manchu Bordered Red Banner, respectfully presents this memorial. Respectfully, for the sake of obtaining a path of self-renewal and earnest service for the people of the banner, and to extend the Sacred Lord's benevolence, he memorializes. Upon reflection, the Sacred Lord regards the servants of the Eight Banners as the foundation of the state and constantly exerts His sacred mind to ensure that every person may obtain a means of livelihood. The servants of the Eight Banners likewise rely solely on the Lord's grace of nurture and cultivation, each using their salary and provisions to fulfill public duties and support their families. Without salary and provisions, they cannot survive at all. However, within the Eight Banners there are those who, due to matters, have been dismissed from office, convicted, and sentenced to the cangue and the whip. In some banners, viewing the cause of their dismissal and conviction as light, they have been re-selected as Guards or regular soldiers. In other banners, considering that such individuals have already been dismissed and convicted and cannot be re-employed, they are not selected as Guards or regular soldiers at all, rendering them useless for life and causing them extreme hardship. Upon investigation, since the circumstances of those dismissed and convicted vary in severity, the decision to employ or discard them should also be differentiated accordingly. Moreover, among them there are some diligent, young, and talented individuals who resent being dismissed and convicted, and who wish to correct their past errors, renew themselves, and enter the Guards or regular ranks to atone for their crimes through earnest service. If they are re-selected as Guards or regular soldiers, they will then be able to serve according to their wishes and also obtain the Sacred Lord's grace, consuming their salary and provisions and supporting their families. In my humble opinion, among the soldiers who have been dismissed and convicted, except for those whose original crimes fall among the Ten Evils, those convicted for military affairs and beheaded or reduced to cangue and banishment, and those who absconded with military equipment—who shall not be re-selected as Guards or regular soldiers—the crimes of all remaining dismissed and convicted individuals are all prior to the amnesty of the third day of the ninth month of the thirteenth year of Yongzheng. I beseech the Sacred Lord to extend abundant grace, to issue an edict to the Eight Banner banner ministers and commanders, and to select from among the Eight Banner soldiers who were dismissed and convicted for matters involving no deliberate fault, those who are young, talented, and whose riding and archery are still acceptable, to be re-selected as Guards or regular soldiers and to be made to serve diligently. If there are those who truly turn from evil to good and excel in earnest service, let them still be promoted to appropriate positions. If they do not reform, conceal themselves and fail to serve, and again commit crimes, then let them be severely punished. In this way, all such people will obtain a path for self-renewal and earnest service, and will not fall into destitution, which also accords with the Sacred Lord's supreme intent of cherishing and nurturing the servants of the Eight Banners. As to whether it can be implemented, I humbly await the Sacred Lord's enlightened discernment. Respectfully memorialized. The thirteenth year of Yongzheng, eleventh month, tenth day.
