奴才錫蘭跪着上奏：這是爲了叩謝皇上恩典的事。雍正元年十一月十二日申時，剛調來的駐在拜達里克第三十六驛站的辦理事務官額爾森，還有侍衛統領內大臣默爾根誠愨公豐僧額他們寄來的文書裏說，雍正九年十一月初二日皇上下了一道諭旨，意思是： 發配到拜達里克那邊的犯人，年頭已經很長了，實在讓人憐憫。把他們的罪過全部寬免，立刻編入當地的綠營兵，發給他們餉銀和口糧，讓他們出力報效。這其中如果有年滿六十歲以上，又沒有老婆孩子，想回老家的人，等那邊修城的活兒幹完以後，讓修城的人回來時順便帶上他們，沿着驛站慢慢返回。到了京城以後，原來是什麼地方的人，照舊送回原籍。如果年過六十，自己樂意當兵，想在那邊住下來的，也讓他們編進兵營，就在那裏住。 把這些內容寫信告訴錫蘭。奴才錫蘭我跪着恭敬地接受並打開看了。奴才錫蘭我實在感激不盡，除了叩頭謝恩之外，馬上把看管犯人的守備、千總，還有種地的犯人們全都召集起來，把皇上降下這體恤憐惜的諭旨，逐個人都明明白白地宣佈講解了。宣讀完，衆人一齊磕着頭說：我們都是犯下重罪的人，皇上熱愛生命，不忍心把我們依法處決，發配到拜達里克，分給地種，給我們一條活路。這些年除了每年交納固定的官糧以外，沒有再做任何其他的事情來效力。如今皇上特意施與意想不到的格外宏恩，把我們這些最底層的犯人，重罪全免了，又編成綠營兵，發餉銀口糧，叫我們出力，這簡直是跟天地一樣生長養育的恩德！我們這些草芥一樣的下賤人，當真得到了出乎意料的仁愛恩典，除了想着拼命盡力，萬中報一地去效力，還敢說什麼偷懶耍滑的話嗎？因此，奴才我就帶領衆犯人，朝着皇上恩典的方向磕了頭。 再有，關於諭旨裏交辦的事情當中，如果有需要奏明和請示的地方，奴才我會另外再請旨具奏。就爲這事鄭重上奏。 知道了。 雍正元年十一月十八日

奏。奴才錫林跪謹奏。為叩謝天恩事。雍正元年十一月十二日申時，扎克拜達里克第三十六驛駐扎之原任辦理官烏爾桑呈送，侍衛統領內大臣墨爾根誠公豐盛額等呈送文書內，有雍正元年十一月初二日降旨：為將發遣拜達里克地方之犯人等，已多年，甚可憐，其罪俱予寬免。即令彼等充作該地綠旗兵，支給錢糧米石，令其效力行走。此內若有年過六十無妻子願回來者，俟城工告竣，將築城人眾回來時，攜之由驛路緩緩回來。到京後，是何地方人，仍遣回原籍。若年過六十情願充兵留住彼處者，亦令充兵居住。為此寄信給錫林等。奴才謹遵，移交到臣。奴才錫林跪領開閱，除感激叩恩外，即將管領罪人之守備錢宗等、眾種田罪人召集，將聖主所降矜憫諭旨逐一開諭明白。眾罪人同叩頭雲：我等俱係身獲重罪之人，聖主好生，未按法將我等誅戮，發遣扎克拜達里克令耕田納糧，得生路已多年。除每年應納官糧外，並無別項效力。今聖主特施逾格奇恩，將末等重罪概予寬免，又令充綠旗兵，支給錢糧米石以效力行走，實乃天地般生育長養之恩。我等末等草芥之人，實蒙逾格仁恩，受寵若驚，惟勉效犬馬於萬一，竭盡駑力行走外，何敢妄自菲薄。為此，奴才帶領眾罪人叩謝主子恩訖。再，諭旨交辦事件內，有應奏聞之處、應請旨之處，奴才另請旨具奏。為此謹奏。雍正元年十一月十八日。

A memorial. The slave Sirin, kneeling, respectfully presents a memorial. For reverently giving thanks for Heaven's grace. On the twelfth day of the eleventh month of the first year of Yongzheng, at the hour of the monkey, at the thirty-sixth relay station of Jaka Baidarika, the former administrative official Ursan delivered a document, which was forwarded by the Inner Minister of the Imperial Bodyguard, Mergen Unenggi Gung Fengsengge, and others. In that document, there was an imperial edict issued on the second day of the eleventh month of the first year of Yongzheng: because the criminals exiled to Baidarik have been there for many years and are very pitiable, their crimes are all pardoned. They are to be immediately made Green Standard troops of that place, given salaries and rations of rice, and made to serve diligently. Among them, if there are those over sixty years old who have no wives or children and wish to return, when the city construction is completed, have the workers returning from the city bring them back slowly via the relay stations. After arriving at the capital, if they are from certain places, still send them back to their original homes. If some over sixty are willing to be soldiers and stay there, they may also be made soldiers and reside there. Send a letter to Sirin about this. Respectfully obeying and transmitting this, the slave Sirin knelt and reverently received it, opened it, and inspected it. Beyond feeling overwhelmed with gratitude and kowtowing, the slave Sirin immediately assembled the criminal-guarding company officer Ciyandzung and the many farming criminals, and one by one explained clearly the compassionate edict issued by the Sagacious Master. After finishing, all the criminals kowtowed together and stated: "We are all criminals who have incurred heavy offenses. Because the Sagacious Master loves to give life, he did not execute us according to the law, but exiled us to Jaka Baidarika to farm, pay grain taxes, and thus gave us a way to live. For many years, beyond delivering the regular annual government grain, we have not rendered any other special service. Now the Sagacious Master especially bestows extraordinary and miraculous grace, completely forgiving the heavy crimes of us, the lowest class, and further making us Green Standard troops, granting us salaries and rice to serve. This grace of nurturing and transforming is like that of Heaven and Earth. We, the lowest, grass-and-wick-like people, have truly received unwarranted benevolent grace, and we are ashamed and fearful. We will only strive to repay one in ten thousand, exert our utmost strength, and serve diligently. How dare we recklessly speak neglectfully." Therefore, the slave took the criminals and reverently kowtowed to the Master's grace. Furthermore, regarding the affairs entrusted by the edict, if there are matters that should be reported or requested for edict, the slave will separately memorialize to request instructions. For this reason, I reverently memorialize. The eighteenth day of the eleventh month of the first year of Yongzheng.
