我是沙哈門副都統銜總管曼迪善,爲山海關那邊無鹽引私自賣鹽、瞞報稅銀、年深日久成了大弊病的事兒上奏。 自打皇上恩典讓我管沙哈門以來,我查訪地方上的情形,發現山海關名下戶口不下萬戶,這一萬多戶人家全都沒有鹽引。商人楊鼎南、田篤信一夥兒,自己運鹽賣,已經好多年了。我問過當地上了年紀的老人,他們說,山海關這兒向來沒有鹽引,那些商人硬逼着他們買這些人的鹽,不許買關外便宜的鹽,所以這些年一直這麼忍着,老百姓連個申冤的地方都沒有。 我想,山海關管着的戶口,數量跟一個州縣差不多,沒有鹽引就私自賣鹽實在不該。按理應該給這些人家配發鹽引,增加稅銀;而且這麼多年沒有鹽引私自賣鹽偷漏掉的稅錢,也得追繳。我原本是個極卑賤的人,靠皇上破格恩典一步步升到副都統,怎敢因爲商人楊鼎南、田篤信他們告狀叫屈,就躲着不把自己見到的事兒奏報呢?所以特地奏聞。 雍正六年十二月二十五日。 再有一事,爲請求拓寬鹽的銷路、清理遺缺的鹽引。從前定下的規矩,上一年運銷的舊鹽引由各州縣催收,隔一年收齊,到第二年冬天交到籐庫;而覈銷報部的規矩,並不隔年,當年的鹽引就在當年五月核銷,這也是定例。現在因爲原來的地方官被革職,雲屯都御範經手的錢糧檔子還沒清楚地移交給新官,覈銷就辦不了。如果非核銷去年的舊引不可,那就免不了弄虛作假,把沒辦完的報成全完,這就成了欺矇皇上了。我實在被逼得沒法兒,想憑良心辦事:去年的舊引至今還堆在運司庫裏沒動,也有商人領走還沒銷完的。我實在沒別的轍,只能把各州縣官員都參了。所以請旨,把這個案子交給部裏,把原漢文卷宗也移送過去,讓部裏審辦。 奴才莽郭里跪求皇上萬安。我好幾個月沒見皇上的面,心裏實在空落落的。這個月十八日要奉移太后梓宮到陵寢去,我想打這兒前往通州迎接,再隨駕去陵寢。爲此奏聞。 〔此後數句殘缺難辨:?〕
奏。沙河門副都統、一等總管奴才滿迪善謹奏。為無鹽引而私行鹽斤,隱匿錢糧,積年弊端,奏聞事。奴才蒙聖主恩典,委以管理沙河門總管之職。自上任以來,查訪地方事務,山海衛所屬管領戶口不下萬戶,此萬餘戶口竟無鹽引,而商人楊定南、田杜辛等夥黨,將其私鹽行銷多年。奴才詢及地方年長之耆老,據稱:山海衛向無鹽引,商賈強令我等,禁絕關外平價之鹽,逼令必買其鹽,積年已久,而小民無處申訴。奴才竊思,山海衛所屬戶口,足抵一州一縣,絕無鹽引私行鹽斤,斷然不可。理應按戶頒發鹽引,加增錢糧,而此多年無引私鹽所隱匿之錢糧,亦當一併追繳。奴才本一末等微末之人,蒙聖主鴻恩,屢加擢用,洊至副都統之階,何敢因商人楊定南、田杜辛等怨望之言,迴護己短,而不將親見情事奏聞?為此謹密奏聞。謹奏。 同日又奏。為懇請疏銷積滯鹽引,以通商害事。查歷來成例,各州縣催徵上年已行之舊引,隔一年全數收繳,於次年冬季關期交送。若論造報奏銷之例,則從不隔年,上年之引即於本年五月內奏銷,此亦定例。因地方官永通、杜於藩等盤查錢糧之檔冊未經清楚移交新任,以致無法造報奏銷。上年之引如不即行奏銷,必致粉飾全完,誆報欺君。奴才實被逼處此,若據實秉公辦理,上年舊引現仍存貯運司庫中未用,商人領出行銷尚未繳回者亦復不少,實無別策。若參奏,必將運司及各省州縣官員盡行指摘,事屬為難,故謹奏請,將此漢奸拿交刑部審辦,由部造冊〔?〕二十。奴才莽古里跪請大主萬安。奴才數月未得瞻仰天顏,內心實為焦灼。本月十八日奉移太后梓宮於陵寢,奴才擬自此程至通州一帶迎接,再隨赴陵寢。為此謹密奏聞。其所請交部後立即放出。汗之〔?〕亦知是欽此級納喀哈依渾處生辦。我地堆積之處,是欽此級班依布哈依漢處生辦,依渾處生辦,依渾處生辦。

The households under the jurisdiction of Shanhai Garrison number no fewer than ten thousand. These ten thousand and more households have never been issued salt certificates. Yet merchants Yang Dingnan, Tian Duxin, and their clique have been distributing their salt for many years. Your slave questioned the elder householders in the locality, and they stated: “Shanhai Garrison has always lacked salt certificates. The merchants coerced us, prohibiting us from purchasing cheaper salt from outside the pass and forcing us to buy their salt. This has gone on for years, and we common people have nowhere to complain.” Your slave humbly considers that the households attached to Shanhai Garrison are equivalent in number to an entire department or county. It is absolutely impermissible to distribute salt privately without certificates. By principle, salt certificates should be issued to each household, increasing the tax revenue, and the revenues concealed over these years of unlicensed private salt distribution should also be recovered. Your slave was originally a lowly and insignificant person. Having received the overflowing grace of the Sacred Lord and been promoted step by step to the rank of Vice Commander-in-Chief, how dare I, in order to evade the grievances of merchants Yang Dingnan and Tian Duxin, conceal what I have personally witnessed and fail to report it? Concerning a request to clear the backlog of salt certificates and facilitate trade: According to established precedent, the various departments and counties collect the previous year’s used salt certificates, holding them for one year and then submitting them in full at the winter checkpoint of the following year. As for the regulations governing the accounting and reporting to the throne, however, there is no intervening year: the previous year’s certificates must be reported for accounting in the fifth month of the current year. This is also a fixed rule. Because the account books of the cashiered local officials Yuntong and Du Yufan have not yet been clearly transferred to the new officials, it is impossible to complete the accounting report. If the previous year’s certificates are not now reported, it will inevitably lead to falsifying a complete return and deceiving the monarch. Your slave is truly forced into this situation. If one were to act with honesty and integrity, the previous year’s old certificates still sit unused in the Salt Commissioner’s treasury, and many certificates taken out by merchants for distribution have yet to be returned. There is truly no other way. If an impeachment were filed, all officers of the Salt Administration and the various provincial departments and counties would be implicated and criticized, which would be difficult. Therefore, Your slave respectfully requests that this Chinese corruption be apprehended and delivered to the Board for judgment, and that the Board prepare the records 〔?〕 twenty.
