我叫莽鵠立,恭敬上奏說件事。我這次上奏,是想請求免掉在呈送題本和往來文書時必須滿文漢文一併翻譯抄寫的要求。 查舊例,原先在派遣查鹽差使的時候,如果派的是漢軍查覈官,那麼所有呈送的檔冊以及題本、往來文書,全都是隻用漢文來寫。如果是滿族查覈官,因爲有筆帖式在手邊,所以纔會滿文漢文兼着寫。如今聖上特意下旨,叫我把長蘆的鹽務徹底查清辦好。我接旨後趕緊過來接了差事,從到任以來,沒日沒夜,又怕又小心,連片刻都不敢糊弄懈怠。每天跟各部之間的文書往來,還有發往長蘆、山東兩個運司,以及四個省裏各府、廳、州、縣的傳達交辦事項,全部都用的是漢文。批駁、警告這類事情非常多,再加上還得親自稽查私鹽、巡視商販和鹽船,一條船一條船地驗着放行。而寫滿文的筆帖式又給停掉了。我這個人,雖然對漢文文章的句讀多少還了解一點點,但遠沒有到逐字逐句翻譯成滿文的程度。而且所有事情都得我親身去辦,現在如果要求到通政司衙門呈送題本、給各部送文冊的時候,又得先翻譯成滿文再兼着寫出來,那我實在是做不到。爲這事,我先前給戶部行過文,戶部迴文讓我自己請旨。既然如此,我單獨奏報的緊急事項,仍然寫滿文上奏;要是依照定例,按道理歸通政司衙門呈送的題本,那就應該由內閣按規矩翻譯抄寫好了再進呈。所以我跪下懇求:我那些難辦的地方,求皇上您聖明鑑察,就按我的請求,批准交由部裏去議行,可以嗎?爲此戰戰兢兢恭謹上奏,請旨。雍正元年八月十一日。

奴才莽古禮謹奏:為呈送奏本、檔冊時,懇請豁免將滿漢文合併翻譯事。竊查,向來辦理稽查鹽務之差使,若差遣漢軍查覈官員,則一切送呈之檔冊及應行奏本、往來文書,俱僅以漢文繕寫;若有滿洲查覈官員,因有筆帖式,故將滿漢文合併繕寫。今聖主特命奴才將滄州鹽務事宜馳驛詳查辦理。奴才敬謹遵奉,即速前來接印任事以來,晝夜不懈,畏慎小心,片時不敢稍涉疏忽,盡心辦理。每日由各部院發交,與巡撫、總兵等彼此行文;再至滄州、山東之二運司行文,及通飭四省各府、廳、州、縣交辦之件,全俱使用漢文。斟酌籌畫之事極多。此外,復因私自稽查鹽務、巡察商販鹽船時,須逐一查驗放行;又將〔?〕繕寫滿文之筆帖式停設。奴才原對漢文稿案稍知梗概,然不能逐字翻譯,且所有事件皆係一身親理。現若將送交通政司衙門、轉送部院之呈奏文書檔冊,再譯寫滿文合併繕錄,奴才實不能勝任。為此曾具文呈報戶部,部文到來,令奴才請旨具奏。理合將特殊奏聞之事仍以滿文具奏外,若遵照定例,應送交通政司衙門呈奏之本章,則內閣必依例譯繕「謄黃」進呈。叩懇聖主明鑒奴才為難之處,依奴才所請,批交該部施行。為此,畏懼敬謹奏聞請旨。雍正元年八月十一日。

Your slave Manggori respectfully memorializes: requesting exemption from the combined translation of Manchu and Chinese documents in the casebooks and memorials to be submitted. Upon investigation, it has been the practice that in the mission of inspecting the salt administration, if an official from the Han army is dispatched to conduct the inspection, all submitted casebooks and memorials as well as outgoing communications are written solely in Chinese. If a Manchu inspecting official is dispatched, because there are clerks (bithesi), both Manchu and Chinese are combined in the writing. Now that the Sacred Lord has specially ordered me, your slave, to go and thoroughly examine and handle the salt affairs of Cangzhou with dispatch, I have respectfully obeyed and immediately hastened to assume office. Since taking up my duties, I have been working day and night without rest, being fearful and cautious, not daring to be careless or negligent for a moment. Every day, when communicating with the governors, commanders-in-chief and others as assigned by various boards and yamen, as well as in matters pertaining to the two salt distribution commissions of Cangzhou and Shandong, and in transmitting orders and assignments to all prefectures, subprefectures, departments and districts in the four provinces, everything is conducted entirely in Chinese. There are a great many matters to deliberate and plan. Moreover, because private inspection of the salt trade and examination of the salt vessels of merchants must be carried out one by one when passing through customs, and as the Manchu-language clerks have been suspended again for 〔?〕, though I, your slave, have always had a slight grasp of drafts in Chinese, I am unable to translate character by character. Besides, all business is handled by me personally. Therefore, if the memorials and casebooks sent to the Office of Transmission and further delivered to the boards now must again be translated into Manchu and written in both languages, your slave is truly incapable. For this reason I previously submitted a document to the Board of Revenue, and the board replied instructing me to memorialize and request an imperial edict. Hence, apart from continuing to memorialize in Manchu on specific matters requiring special report, should the regulation be followed that routine memorials be sent to the Office of Transmission, then the Grand Secretariat must as a rule have them translated and written out as “yellow transcripts” to be presented. I prostrate myself and beg that Your Majesty, in your enlightened insight, consider my difficulties, and in accordance with my request, issue instructions to the relevant boards. For this reason, in fear and trepidation, I respectfully memorialize and await the decree. The eleventh day of the eighth month of the first year of Yongzheng (Yongzheng 1, 1736? Actually 1723).
