年羹堯彈劾一個叫雅克達的官員,說他之前跟着十四貝子在軍中仗勢欺人、勒索地方、揮霍享樂還私藏婦女,皇上之前已經寬大處理讓他留在軍營效力了。結果這人不但不珍惜機會,追他之前搜刮的銀子也只交了六千兩,最近又查出他反過來勒索別人兩千多兩,問他話還耍無賴說你們抄我家才知道。年羹堯覺得這傢伙屢教不改、藐視法律,不嚴懲的話其他官員都會跟着學,所以上奏請求把雅克達交給法司嚴加審辦。
年羹堯上奏,說要參劾一個官員。 經查,原任侍郎的扎克丹,之前跟隨十四貝子允禵在軍前辦事的時候,不但沒有盡心盡力公正效力,反而藉着允禵的名義嚇唬地方官,仗勢勒索,弄了很多錢,全用到自己的喫喝享樂上,浪費到了極點。還不止這些,他還從無職閒散婦女中硬娶了好幾房小老婆。按說,本來就應該立刻從重治罪,但皇上施了天大的恩典,寬大處理,只把他派到軍前出力效力。 我派扎克丹到布隆吉爾城去幹活效力,可他完全不知悔罪,以前強拿勒索來的那些東西,怎麼說也不肯爽爽快快交出來。前後總共只上交了六千兩銀子。現在,據原任糧莊道員何廷桂的供述,扎克丹根本沒給過銀子,逼着人幫忙湊交出的是兩千一百五十兩。這些銀子,我發公文催逼,最近到了西安,當面追逼時,扎克丹就這麼含含糊糊地回話說:“要是查抄我的家產,才能拿到,知道吧!” 像這樣辜負皇恩、藐視法紀的官員,如果不嚴加懲處,那些毫無忌憚的官員都會跟着學。因此,我參奏扎克丹,請將此事交給該管的衙門嚴加議處。爲此謹奏請旨。 〔?〕雍正二年六月十五日
靖遠大將軍太保公四川陝西總督大臣年羹堯謹奏:為參奏事,竊查曾任侍郎之雅克達,先前隨同十四貝子允祹在軍營辦事時,並未盡心中直效力,只是指稱貝子允祹之名,恐嚇地方官員,以威力勒索,多所獲取,供自己喫喝用度,達到極其浪費之程度。更且從閒散婦人中,陸續收置多名。因此,理應立即從重治罪,聖主施以殊恩,從寬處理,只令其在軍營效力。臣曾將雅克達交付布爾洪吉城工程效力,他卻全然不知罪過,先前勒索所得之物,無論如何都不爽快交出,前後總共只交出了六千兩銀子。現今據原任糧莊道何廷桂供稱:雅克達並未給銀,反脅迫索取了銀二千一百五十兩。此項銀兩,臣曾行文催追,剛到西安當面質詢時,雅克達聲稱「若抄我家產才能知曉啊」,如此含糊敷衍供述。如此辜負主恩、藐視法律之官員,若不從嚴懲戒,則無恥官員們都將仿效而行。因此,將雅克達參奏,伏請交付該管處,嚴加審擬。為此謹奏。……〔硃批?〕……雍正二年六月十五。
A memorial by Niyan Geng Yoo, Grand General Who Pacifies Distant Lands, Grand Guardian, Duke, Governor-General of Sichuan and Shaanxi, respectfully submitted: By way of impeachment and memorialization, I have investigated and found that the former Vice Minister Jakdan, when previously following the Fourteenth Beise Yūn Ti in handling military affairs at the garrison, did not exert his mind to render loyal and upright service. Instead, invoking the name of Beise Yūn Ti, he intimidated local officials, extorted them through his power and influence, secured large gains, and used them for his own food and drink, reducing things to a state of extreme wastefulness. Moreover, he successively took in many idle women. For these reasons, he ought properly to have been severely punished. The Sacred Lord, however, extended an extraordinary grace, dealt with him leniently, and merely ordered him to serve with exertion at the garrison. I placed Jakdan under orders to contribute his strength to the construction works of Bulunggir City, but he was utterly unrepentant. He would by no means promptly hand over his earlier extorted gains, and in all he has surrendered only six thousand taels of silver before and after. Now, according to a deposition by the former Grain Intendant Ho Ting Gui, Jakdan gave no silver at all but instead forcibly exacted two thousand one hundred and fifty taels. I have sent official dispatches urging the recovery of this sum, and just upon arriving in Xi’an and personally questioning him, Jakdan gave a vague and evasive response, saying, “Only if you confiscate my household property will you find out.” Unless such an official, who has betrayed his lord’s grace and trampled on the law, is strictly disciplined, shameless officials will all follow his example. Hence, I have preferred this impeachment and humbly request that he be handed over to the proper authorities for stern deliberation and judgment.
