Your slave, Sichuan-Shaanxi Governor-General Nian Gengyao, respectfully memorializes to report the elimination of Zhuanglang tribal bandits. Upon investigation, the area of Zhuanglang serves as the junction of five garrison posts west of the river, with eastern and western mountains within which tribal groups graze; moreover, it lies along a major thoroughfare. Previously, when troops from the Zhuanglang Battalion were dispatched to Bulongji, although scattered bandits appeared and committed robbery, they still did not dare to cause reckless disturbance. Since the fifth and sixth months of this year, they have openly plundered merchants’ goods, seized dwellings of the populace, and even raided post-station relay horses. I thereupon wrote stringent orders and handed them to the battalion officers and interpreters to enter the mountains and proclaim. As a result, among the eleven tribal groups in the eastern mountains, seven submitted in fear, while three, though outwardly compliant, harbored thoughts of defying the law. The western mountain groups, although refraining from seizing post horses, continued their customary banditry. Among them, the Sharsu group was particularly powerful, and the Elbu group aided in their evil deeds. Investigation revealed that the bandits numbered no more than a thousand and relied solely on the treacherous, forested terrain as their lair, hence they were not afraid of government troops. The locality is very precipitous, with two places, Qizishan and Sa’ergou, whose inhabitants were extremely resentful and had each trained village militia, desiring to eliminate the bandits. I immediately sent despatches to the Provincial Commander and the circuit intendants to jointly suppress them. I also transferred 2,000 cavalry and infantry from the Liangzhou brigade, 1,000 troops under native chieftain Lu Hualing, and 1,000 village militiamen from various localities. For rewards and rations, I personally donated 5,000 taels of silver, and previously submitted a folded memorial on this. After arriving at Zhuanglang on the third day of the tenth month, I ordered Yang Jinxin, Shaanxi Provincial Commander concurrently acting as Liangzhou Brigade Commander, to lead the Green Standard troops and native chieftains’ soldiers; ordered Jiang Jiong, circuit intendant of Liang-Zhuang, to lead the village militia; and assigned the bureau clerk Nemen to deliver my warrant arrow, directing them to consult with the brigade and circuit officials and act according to circumstances—either exterminating or pacifying. Following deliberation, they set out on the tenth. Now, according to a report from Yang Jinxin: The Elbu bandit group entirely joined the Sharsu lair and combined forces to resist the great army. For days battle raged, killing a great many bandits and capturing five forested strongholds; the remaining bandits all hid deep in the woods. On the eighteenth, the Green Standard troops, native soldiers, and village militia divided to assault and break into the bandit lair. Advancing every day and attacking from all four sides, on the twenty-first they killed several hundred bandits, captured all their women and children, while the chieftain Wangsi and others fled into the Tiebaocheng lair. The Elbu leader Lumushou and another, as well as the Sharsu leader Sharsu Kanzhu and six other bandits, were all captured alive, clearly tried, and executed. Circuit Intendant Jiang Jiong led the village militia to first seize the ridge of Qizishan, then rendezvoused with troops from all directions, and on the twenty-third captured Tiebaocheng, opening fire with guns and cannon, killing very many; only a hundred-odd bandits escaped deep into the mountains. As the remnant bandits were very few, I withdrew the troops to Xining for reassembly. In this engagement, those killed in action include Second Captain Wang Fuchen of Xibajiepu and Sergeant Zeng of the Zhuanglang Battalion, along with over twenty soldiers; wounded officers and men will be reported after investigation. All captured livestock—cattle, sheep, and horses—were distributed as rewards to the soldiers. I consider that while troops are being employed beyond the pass, the tribal groups of the interior dare to act thus wildly; unless soldiers are sent to exterminate them, it cannot be tolerated. These bandits showed no fear of crime and even dared resist the great army. Relying on His Sacred Majesty’s heavenly might, their Qizishan lair has been wholly wiped out, and remnants have hidden at Sa’ergou. If the three eastern mountain tribal groups sincerely fear the law and submit, then their surrender shall be accepted; if they do not reform, they shall be entirely wiped out. Apart from verifying casualty figures and recommending rewards, I hereby respectfully memorialize the circumstances of the bandit extermination. First day of the eleventh month, Yongzheng 1.
