羅卜藏丹津，我寫這封信給你。我是太保、世襲國公、兵部尚書兼都察院右都御史，同時管着四川、陝西等地軍務和糧餉，連同西安等地駐防將軍的事務也一起辦理的總督。 前些時候，聽說你去搶掠額爾德尼額爾克托克托奈，人們都說你反叛了。我起初還不大信，心想你家世世代代受皇上厚恩，怎麼可能反叛呢。後來侍郎常壽帶着聖旨去開導你們，你不但不遵旨，又不認罪上奏，反倒要稱汗號，想讓朝廷把西藏交給你，讓你總管藏地和青海全境，照當年達賴巴圖爾那樣行事。你還說只要把額爾德尼額爾克托克托奈的名號奪來給你，你才高興。你又跟察罕丹津講，等事情弄明白後，要麼你親自去京城，要麼派人去向皇上解釋緣由。這些做法，已經嚴重犯法，狂妄到極點了。 西藏這地方，本是你祖父固始汗弘傳佛法建立起來的。聖祖仁皇帝曾降旨說，等事平之後一切照舊，說得明明白白，並沒有要把西藏交給你的意思。況且當初策妄阿拉布坦派兵殺了你們拉藏汗，佔了西藏。你們既沒有報仇，也沒有收復藏地的本事。皇上這纔派大軍，花了幾千萬兩銀子，打垮了賊人，重新收回西藏，讓達賴喇嘛坐牀，把你祖父建立的教法重新振興起來了。如今事情還沒完，你就想把西藏奪到手，那能行嗎？ 你父親龔額爾赫諾爾布曾帶兵辦理藏務，駐藏帶兵的大臣也是他職責所在，他都沒說過什麼，你有什麼可怨恨的？你不但沒有像你祖父那樣出力，反而讓你襲了親王，做了青海會盟長，心裏還不滿足，又要稱汗號。額爾德尼額爾克托克托奈是皇上封的郡王，並沒有什麼罪過，你私自帶兵搶掠，還要奪他的名號交給你，這實在太殘暴過分了。 你原先說，等察罕丹津的事情查明白後再向皇上奏報。如今你卻搶掠察罕丹津，逼近我們邊卡。按理你就應當立即把事情緣由向皇上奏明纔對。可你至今不奏，看來一定是有說不出口的緣故，又在拖延觀望了。我們以前一向有書信往來，曾經互相送禮。所以我特意寫信問你。如果你真有萬不得已的苦衷，有什麼話，全都說出來告訴我，我替你從中設法辦理。如果你還是執迷不悟，輕舉妄動，那我就帶領大兵，一旦出邊，必定把你的所作所爲查個水落石出，給你定個叛逆的罪名，那纔算完。不這樣，察罕丹津、額爾德尼額爾克托克托奈他們也絕不會服你。到那個時候，你可就後悔也來不及了。 你手下的精壯兵丁並不多，怎麼也趕不上策妄阿拉布坦。我替你粗略盤算，你雖然在你們兄弟中間仗勢橫行，但只要我一發兵，他們就會躲開；你一退回，他們又照舊回去駐紮，終究不會服你。你要是想奪取西藏，現在我們從雲南、四川換班前去的官兵已經啓程了。你如果前去，必定會大受損傷。你被逼得走投無路，去投策妄阿拉布坦的話，我料他也不過拿你當個奴才罷了，絕不會給你“達賴渾臺吉”的稱號。到那時候，你再想回頭求個青海會盟長的親王職銜，也得不到啦！ 你現在聽從我的話，把你的想法和要講的話全都告訴我。這樣我還能替你想一個法子，既可保全你祖父掙下的功名爵號，對你自身也有好處。你趕快回信吧。爲此特意寫信把道理說明白。 雍正元年九月十一日。

===ZH=== 致羅卜藏丹津書稿： 太保世襲公、兵部尚書、兼都察院右都御史、總督四川陝西等處軍務、兼理軍餉、西安等處駐防將軍、共辦總督事務之總督，致書於親王羅卜藏丹津： 爾近掠額爾德尼額爾克托克托奈之地，人皆謂爾已叛。我原以爾世受聖主重恩，斷不至反，猶未之深信。迨侍郎常壽持旨向爾等勸諭時，爾竟不遵旨，亦不認罪奏報，反欲竊汗號，以藏地付爾，使爾總管藏及青海，效達賴巴圖爾之所爲；更將額爾德尼額爾克托克托奈之名號奪給於爾，爾始爲快。又向察罕丹津稱，俟事明後，或親身赴京，或遣人陳情奏報。此言殊違法度，妄行已極。 至若藏地，原係爾祖固始汗恢弘佛法所立之地。聖祖仁皇帝諭旨，事竣後一切照舊辦理，煌煌明旨，毫無將藏地與他處一體收取之意。況且策妄阿拉布坦興兵殺爾拉藏汗，佔據藏地，爾等未曾報復收還；皇上特遣大兵，費數千萬兩銀，敗賊復取藏地，令達賴喇嗎登座，爾祖所立之教得以重興。今事尚未竣，爾即欲取藏地，可乎？ 公馬方諾爾布領兵總辦藏務，統轄駐防官兵，此其職守，與爾之怨何涉？爾不能如爾祖之效力，迨封爾親王，授爾青海盟長，心猶不足；欲稱汗號；額爾德尼額爾克托克托奈者，乃皇上所封郡王，毫無罪過，爾擅行搶掠，又欲奪

Previously, when you plundered Erdeni Erke Toktonai's territory, everyone said you had rebelled. I did not believe it, thinking you had received the heavy grace of the sacred lord for generations and would never rebel. When the Vice Minister Changšeo brought the imperial edict to conciliate and instruct you, you not only refused to obey the edict but also did not admit guilt or submit a memorial. Instead, you wanted to take the title of Khan, demanded that Zang be given to you, that you be placed in overall command of the Zang territory and Köke Nuur, and that you act according to the precedent of Dalai Batur. You said you would only be satisfied if the title and name of Erdeni Erke Toktonai were taken and given to you. You also said that after clarifying matters with Cagan Danjin, you would either go to the capital in person or send someone to explain the reasons and report to the lord. This is a grave violation of the law and reckless behavior. The land of Zang was originally where your ancestor Güshi Khan spread and established the doctrine of the faith. The Sacred Ancestor, the Benevolent Emperor, decreed very clearly that after the matter was concluded, all affairs would be handled according to previous precedents. He never said he wanted to take Zang and give it to you. Moreover, when Sewang Rabtan sent troops and killed your Lashang and seized Zang, you did not recover Zang to avenge him. Because of this, the lord dispatched a great army, spending several thousand taels of silver to defeat the bandits, retake Zang, and place the Dalai Lama on the throne, reviving and spreading the faith established by your ancestor. Now, with the matter not yet concluded, how can you immediately demand that Zang be given to you? The Duke, Elder Norbu, led troops to Zang to take overall charge of the affairs there. The stationing of the grand minister to command the troops is his duty. What grievance does that have to do with you? You have not rendered service equal to your ancestor, yet you have been made a Prince, appointed the leader of the Köke Nuur assembly. Still not content, you now desire the title of Khan. Erdeni Erke Toktonai is a prince enfeoffed by the lord, without any crime. That you illegally plundered him and also want to take his title and rank for yourself is excessively cruel and has reached the utmost extreme. You said that after clarifying matters with Cagan Danjin, you would report to the lord. Now, you have plundered Cagan Dacin and come near our border. Logically, you should immediately explain the reasons and report to the lord. Seeing that you are not reporting now, there must be reasons you cannot explain, and you have become frozen in indecision. Because we previously had correspondence and exchanged gifts, I am specifically sending you a letter to inquire. If you have reasons and words that cannot be spoken, tell them all to me. I will handle them on your behalf. If you still do not change your mind, act rashly and recklessly, once I lead a great army out of the border, I will certainly clarify the entire matter from beginning to end, charge you with treason, and then it will be finished. Otherwise, Cagan Danjin, Erdeni Erke Toktonai, and others will not submit. At that time, even if you regret it, it will be too late. Your soldiers, being merely common men, are not many and are certainly no match for Sewang Rabtan. I have calculated your situation: although you act arrogantly among your brothers, if you dispatch troops, they will evade. If you retreat, they will return and settle as before. They will never submit to you. If you try to take Zang, our troops and officials rotating from Yunnan and Sichuan have already set out. If you go, you will certainly suffer a great defeat. If, under pressure, you go and submit to Sewang Rabtan, I suspect he will only place you in the rank of a slave, and will certainly not give you the title of Dalai Hong Taiji. At that time, if you wish to regain your former status as head of the Köke Nuur assembly and Prince, you will not be able to obtain it. If you now follow my words and tell me all your thoughts and words, I will devise a plan on your behalf and handle it. This can still preserve the meritorious names and titles earned by your ancestors and also benefit yourself. Send a letter back quickly. For this reason, I specifically send you this explanation.
