我是遠撫大將軍、太保公、四川陝西總督年羹堯，特爲彈劾違犯軍法的遊擊一事上奏。皇上讓我當遠撫大將軍，是專門把軍務重任交給我，所有調兵遣將、更替換防的事情都要萬無一失。就連提督、總兵這一級的官員，也都一齊盡心於交辦的差事，我上邊靠着皇上的天威，下邊靠着衆人的力量，這才平定了青海的事情。 先前，河州邊外的鐵布、本巴地方的賊匪搶掠四川驛站的馬匹，殺害駐驛的官兵，仗着地勢堅固險峻不肯歸順，攔路行兇。我命令鞏昌營的遊擊楊昌，率領土司楊如松的兩千士兵，去河州和暫署副將事務的遊擊嶽超龍會合，跟四川官兵一起，看準情勢或剿或撫。 楊昌不按我的指令行動，一個兵都沒帶，隻身一人出關，而且在四月初三那天，川沙的青土司的兵正在攻打汪格的時候，他等不到戰事結束，就把部隊扔下自己回來了。要是人人都學他這個樣子，我還怎麼調撥官兵？像他這樣隨意進退、耽誤軍機的官員，按理說遵照皇上的旨意，馬上就該依軍法處治。只是現在軍務大事已經全部結束，我請求寬免楊昌的死罪，把他枷號起來，打四十鞭子，以儆戒衆人。另外，懇請皇上給主管部門下旨，把楊昌的官職革掉。 爲此，我謹彈劾請旨。 旨意批交該部。雍正二年四月初四。

撫遠大將軍太保公四川陝西總督臣年羹堯謹奏，為特參違犯法紀之遊擊事。聖主以臣為撫遠大將軍，特重軍務，凡調遣更替事宜，欲求事權歸一，即提督、總兵等官亦應同心，於所委之事無不奮勉。臣仰仗天威，賴眾力協助，方將青海事務平定。先前，因河州邊外之賊匪搶奪四川驛馬，傷損駐驛之兵，憑藉地勢險固不降，阻斷道路，臣令鞏昌營遊擊楊昌率土司楊汝松兵二千，與署理河州副將事務遊擊嶽超龍一同，與四川兵會合，相機剿撫。詎楊昌不遵臣之飭交，未帶一兵，隻身出邊；且於四月初三日，正值四川沙黑綠旗土司兵剿〔?〕之際，不等事畢，即棄而回。若人人皆效此而行，臣如何調度官兵？似此率意進退，貽誤軍機之員，理應遵依諭旨，即正軍法。但軍務大事已竣，臣將楊昌死罪寬免，鞭責四十，枷號示眾。除懲儆外，伏祈聖主敕部將楊昌革職。為此謹參，請旨。雍正二年四月初四日。

Memorializing. The Grand General Who Pacifies Distant Lands, Grand Guardian Duke, Governor-General of Sichuan and Shaanxi, Your Servant Nian Gengyao respectfully memorializes on the matter of specifically impeaching a Brigade Commander who has violated military law. Your Servant was appointed Grand General Who Pacifies Distant Lands precisely because of the great importance of military affairs, with the aim that all matters of deployment and transfer should be unified under a single authority. Even provincial commanders-in-chief, brigade generals, and officers of similar rank should with one accord apply themselves diligently to the tasks entrusted to them, leaving no effort unspared. Relying on the Celestial Majesty above and the combined strength of all below, I have only now been able to settle the Khökhnuur affairs. Previously, when the bandits near Hezhou beyond the passes seized Sichuan postal horses, harmed the troops stationed at the post, and relied on the rugged and inaccessible terrain to refuse submission and block the roads, I ordered Brigade Commander Yang Chang of Gongchang Garrison, taking two thousand troops of native chieftain Yang Rusong, together with Brigade Commander Yue Chaolong, who was acting in the post of Colonel of Hezhou, to rendezvous with Sichuan forces, assess the situation, and either attack or pacify as appropriate. However, Yang Chang disregarded my orders: he took not a single soldier with him, leaving the border alone. Moreover, on the third day of the fourth month, just as the Green Standard native troops of Sichuan were advancing on Shanghe Niranggiyan and attacking 〔?〕, he did not wait for the mission to be completed but immediately abandoned the operation and returned. If everyone were to imitate such conduct, how could I deploy and transfer officers and troops at will? According to the imperial decree on military records, an officer who thus advances and retreats on his own whim and delays military opportunities should by right be executed according to military law. However, since the great military affairs have now been fully concluded, I have mitigated his capital crime and instead had him bound, caned forty strokes, and exposed to public humiliation as a warning to the multitude. In addition to this punishment as a warning, I beseech the Sacred Lord to issue an edict to the relevant board that Yang Chang be stripped of his official rank. For this purpose, I respectfully serve as accuser and memorialize, requesting an imperial decree. Issued by the Board in the second year of Yongzheng, fourth month, fourth day.
